ABSTRACT

This chapter examines integration of a programme into its context, describes the example of the Virtual Centre programme at 'skyguide', the Swiss air navigation service provider that manages air traffic to ensure safe and efficient flights in Switzerland. An air navigation service provider (ANSP) manages air traffic to ensure safe and efficient flights from aerodrome to aerodrome. It also provides services for pilots and other airspace users. The corporate strategy defines the Virtual Centre as the 'strategic initiative No. 1', part of the set of four 'beacon statements', which are: zero serious incidents; a successful virtual centre for Switzerland; the ANSP for customers and being a company where outstanding people enjoy doing an outstanding job. An almost unmanageable amount of regulations exists in the ANSP industry. The mission of the Virtual Centre programme was developed based on corporate targets and the identified value and interests – the 'picture of a better future'.
