Larger programmes are typically promoted by partners who share resources, funding and risks and are directly involved in the programme. To ensure a prosperous partnership, programmes have to manage the three dimensions: strategy/motivation; relationship; and cooperation. Strategy defines the direction and scope of an organization over the long term. It is supposed to lead to advantages over competitors in a given market environment. The dynamics of global markets and the global environment in general lead to fast-changing surrounding conditions for the participating institutions. As a consequence, strategies have to be reviewed on a regular basis and adapted if necessary. Stakeholder management is a very important part of project and programme management. Stakeholder management is mainly focused on influencing people or organizations towards positive support of a project or programme. In the global context of contract management, the first step is to identify the applicable law.
