ABSTRACT

This chapter provides a wide reaching and practical guide to successful European Union (EU) lobbying. This chapter explains for groups or organizations that seek to build their capacity and effectiveness in European public policy advocacy. A lobbying campaign is essentially a three step process: Getting the most precise and up-to-date information and Taking a position and Acting with a sound mix of direct and indirect lobbying. The chapter describes and illustrates each step which constitutes the framework of any lobbying campaign. With the general and targeted coverage, readers have the essential tools to efficiently monitor EU legislative developments and to anticipate them, in order to set up a lobbying campaign. The mapping exercise closes the first part dedicated to the internal preparation. Those steps constitute a genuine and determining requirement for a successful lobbying campaign. Lobbying to convince a decision maker of the merits of the position requires an understanding of the rationale that supports that belief.
