ABSTRACT

The purpose of this chapter is to explain the strategic interventions of the Bangladesh state at a micro-level, particularly interventions related to the bureaucratic apparatus, which is one of the main proponents in a developmental state. This chapter discusses how the Bangladeshi bureaucratic apparatus has been enhanced and strengthened through state-sponsored activities that have contributed to the development activities of the state. Special attention is given to recent efforts taken by the Bangladesh government to inculcate a culture of innovation in the Bangladesh public administration. The enhancement of the Bangladeshi bureaucracy is based on the recent reforms that have been enacted by the Bangladeshi government, particularly in promoting the use of Information and Communications Technology (ICT) in administrative practices, including public service delivery and undertaking a wider agenda of inculcating a culture of innovation among civil servants in the Bangladesh public administration. The overarching premise of this chapter is to establish that the developmental state interventions can enhance and strengthen the capacity of civil servants who are the front-line workers doing the work of the developmental state.
