ABSTRACT

The Managing Obstetrical Risk Efficiently (MORE) Program was conceived in the early 1990s when the feminist movement was well established and educated women were seeking alternatives to what was increasingly perceived as unfriendly, overly interventionist birth across North America. In response to these desires, the profession of midwifery became newly legislated in 1993 in Ontario and in 1994 in Quebec, generating a need to investigate strategies to integrate a group emerging from “outside of the system.” While the goal of the MORE Program is not directly to create new programs for First Nation’s health or strategies to reduce cesarean section rates, the goal of the program is to create a culture where a true team is supported in its ability to focus on patient safety and is empowered to own local problems to find local solutions in real time.
