ABSTRACT

The issues of state aid in the aviation sector have manifold and intricate dimensions. The capacities, geographical location and operational design of airports corresponded to the needs of national markets with air services in European countries. The guidelines were named Community Guidelines on Financing of Airports and Start-up to Airlines departing from Regional Airports. The guidelines issued by the European Commission were presented as part of the general plan to create an integrated aviation system. The 2005 guidelines focused particularly on the efficient functioning of the domestic market with air services in the European Union, arguing for the need to prevent the undue distortion of competition with airlines. The new Aviation Guidelines 2014 were issued as Guidelines on State Aid to Airports and Airlines. The Aviation Guidelines 2014 have prohibited the combination of start-up aid with any other type of state aid granted for the operation of a route.
