ABSTRACT

The threat of terrorism has been the key security issue in the USA since 11 September 2001. This chapter aims to identify and describe the relationship between white-collar crimes and terrorism and to determine the challenges it may pose to current legislation. It seeks to provide a general and descriptive understanding of the nexus between fraud and terror as well as to explain the importance of fundraising for terrorists, focusing on both direct operational support and broader organisational purposes. The chapter analyses the methods and typology of crimes commonly utilised by terrorists to fund their activities through a criminal enterprise. It discusses the importance of understanding the links and similarities financial fraud and terrorism financing when establishing the efforts and methods to counter such threats. Following the analysis of upstream, midstream, and downstream prevention, issues related to the lack of technical capabilities and uncertainty around international cooperation are discussed.
