ABSTRACT

This chapter analyses new and emerging dynamics of terrorism financing in terms of risks, types, and precautions. Considering the ongoing debate on the definition of terrorism in the literature, a perspective on the definition of terrorism is provided first. Then, current mechanisms of terrorism financing are mentioned. Based on that ground, rapid changes in the world and their impacts on terrorism financing are discussed. Finally, an evaluation of contemporary tendencies in terrorism financing and global standards on terrorism financing are provided. It is argued that countering terrorism policies should closely follow such rapid changes and make necessary updates in countering mechanisms continuously in order to counter contemporary risks and threats stemming from mind-blowing changes in technology transforming terrorism financing. Terrorist organisations move money in order to meet their financial necessities of the terrorist organisations. In choosing among various methods, terrorist organisations consider certain characteristics: convenience, cost, risk, simplicity, speed, and volume.
