ABSTRACT

The importance of countering terrorism remains a pertinent aspect of almost every national or regional security strategy. Despite political, religious, or geographical differences, the attacks of 9/11, the establishment of the so-called “Caliphate” in Syria, London Bridge attack, or Christmas market attack in Berlin triggered immediate, massive, and well-synchronised counter-operations of states’ security forces or international coalitions. Several states, international organisations, and non-governmental organisations are undertaking challenging and proactive efforts to mitigate the threat of terrorism, create resilient societies, and equip security forces with effective intelligence and investigative tools. This chapter focuses two such organisations, namely the Council of Europe and the Organization for Security and Cooperation in Europe. It discusses Financial Action Task Force's background and its regulations. Finally, the chapter outlines how individual countries, such as the Czech Republic, Poland, and Slovakia, apply counter the financing of terrorism guidelines set out by international organisations into their domestic legal systems.
