ABSTRACT

Since terrorism is continuously transformed in accordance with zeitgeist, counter-terrorism policies should also be transformed accordingly in order to counter the contemporary challenges and utilise contemporary opportunities. This chapter aims to assess countering terrorism financing policies employed in Turkey. It looks at from positive and negative sides considering opportunities and challenges ahead in countering terrorism financing in Turkey. The chapter employs a descriptive analysis of the definition of terrorism in the literature. The counter-terrorism policies focusing on the financing aspect as well as legal frameworks are discussed with an emphasis on international, regional (European), and Turkish case. Challenges and opportunities in countering terrorism financing in Turkey is analysed considering contemporary developments in the area of finance bringing both risks and capacities to countering terrorism. Since Turkey has long history of terrorism, the legal process is initiated earlier in comparison to regional and international initiatives.
