ABSTRACT

ASEAN has nurtured high-level political commitments to promote intra-ASEAN cooperation to deal with terrorism and terrorism financing. It is no stretch to claim that the overall response of the ASEAN to Anti-Money Laundering and Countering the Financing of Terrorism (CFT) efforts has remained focused, balanced, impactful, pragmatic, and measurable. After the Bali Concord II, Malaysia established the Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT) to provide training programs for participants from ASEAN countries. The first initiative was the Joint Statement on Anti-Money Laundering and Countering the Financing of Terrorism. The second initiative was the East Asian Summit Leader's "Statement on Countering Ideological Challenges of Terrorism and Terrorist Narratives and Propaganda" on the occasion of the 12th East Asia Summit (EAS) held in Manila, Philippines on November 14, 2017. The APG was established and funded by the Australia Government in 1995.
