ABSTRACT

The political and military leadership must recast India’s national security strategy with a greater reliance on nuclear weapons and simultaneously recast conventional war strategy. The nuclear posture advocated here will need investment in manpower and other resources for the next two decades. Pre-emption and fighting war on the adversary’s soil must gain acceptance in the strategic thought of our decision makers, and India must shed its defensive mindset which is content with waiting for the enemy to attack. Moral principles have no place where survival of the nation is threatened. In an anarchic world, where norms and institutions are weak, might is right, and nuclear weapons provide the greatest might.
