ABSTRACT

The chapter analyses the timeless problem of competitiveness of the Greek public sector. From the beginning of the economic crisis the country was forced to take austerity measures in order to be supported by the International Monetary Fund and the eurozone countries. The measures included a series of structural reforms and the issuing of unnumbered legal frameworks and integrated information systems. However, while the level of transparency in public funds and public administration increased, at the same time the compliance with the procedures led to a greater level of bureaucracy. The civil servants face up with understaffing and inadequate education. The chapter explores how the new challenges could be resolved by training programmes, such as programmes by the National Centre for Public Administration and Local Government (EKDDA).
