ABSTRACT

Items International, an international consulting company specializing in information and communications technology (ICT) strategies, is the organizer of a yearly think tank known as the Global Forum on Digitalization, in collaboration with the City of Issy-les-Moulineaux, and presents numerous and diverse factors limiting the building of sustainable cities. Cities must contend with economic and financial barriers; social barriers including population growth; a lack of involvement of the private sector sometimes due to insufficient incentives to pursue sustainable development; and political barriers including a lack of will. In France, for instance, too many political levels have power and there is a lack of monitoring and evaluation systems to ensure accountability. The chapter incorporates ideas on performance evaluation to address these deficiencies using the City of Issy-les-Moulineaux as an example.
