ABSTRACT

This chapter examines the role of federal policy in supporting students of color at broad access institutions (BAIs). In doing so, we critically analyze two federal policy programs – Minority-Serving Institutions (MSI) and the National Science Foundation’s Broadening Participation initiative – as race-conscious instruments that have the potential to enhance the educational opportunities and experiences of students of color who attend BAIs. We address the strengths and limitations of these policies in their commitment to BAIs and the students of color who attend them. We conclude with recommendations for strengthening the role of federal policies and offer new implications to support the ability of BAIs to foster the inclusion and success of students of color.
