Sir, the author note by a report from the Manchester Courier of October 24th, you state "that Lord Randolph Churchill was inclined to be in favor of Fair Trade, but afterwards he might be said to have been a moderate Free Trader". The late Lord Randolph Churchill was undoubtedly a Fair Trader at heart up to the end. Please don't be too extreme a Free Trader or refuse to listen to any question of a protective tariff. Free Trade notwithstanding, the authors are gradually but surely being beaten by Germany and the US in colonial and other markets and the defenceless position that our present system leaves us in, makes us powerless to arrest the downward tendency. And this the authors can only do by the inauguration of a system of preferential tariffs and some modification of our present free trade policy.
