ABSTRACT
The bounty would be paid as well to the ship trading between England and America or India if the vessel carried the French flag, the bounty being almost equal to its working expenses. Free-trade ceased to be fair in its operation when it was not equally observed by different nations. The spirited action of the Trades Union Congress in dealing with the delegates who had listened to the charming of the leaders of the Fair Trade League deserves the highest commendation, and will do much to establish the influence of the Congress in the opinion of the public, and increase its weight in the promotion of reforms. At the outset that movement was founded on hostility to the system of bounties given by certain countries on their sugar industries, from which one branch of sugar industry, the making of white loaves, seriously suffered.
