ABSTRACT
It is important to recognize that if we consider Western forces in Europe, possibly excluding those of the United States, they really now have no significant offensive capability at all. The only true solution to the problem of European security is political detente between East and West, or Ostpolitik. Technologically, the combination of effective antisubmarine capabilities, effective anti-ballistic missile warfare capabilities, and effective anti-satellite systems will come and they will cause a shift toward a nuclear first-strike capability that will increase considerably the probability of a nuclear war. Although the Soviets have twice as many strategic nuclear submarines as the Americans, they keep relatively few at sea at any one time, a maximum of ten against the American two dozen.
