ABSTRACT

An important feature of North Atlantic Treaty Organization is that it is a forum where countries are represented at high levels and can therefore be easily, quickly, and efficiently briefed on the discussions that take place, particularly in the bilateral fields of disarmament. But such discussion would cause great fear on the part of the establishment because it would expose many fundamental premises of our basic policy and strategy to unkind winds and bring out many skeletons now well hidden in their closets. One school represents the status quo. NATO's former Secretary General Luns represented this approach. Each time he came to Canada author would argue that NATO tries to prevent discussion of these issues and Luns would say that one cannot afford to have a public debate within the Alliance. Well there has been a public debate and it has been very divisive from the perspective of the general public.
