Probably at no time in history has the subject of dress attracted so much attention as it has done of late years. In looking at the skirt of any dress, it is plain that that which gives the grace is the festooning of the upper trimmings, and not the straight hard foundation line; and this could be carried out much more tastefully over some form of divided skirt. Although comfort is a consideration which carries but little weight on the question of dress, still it may not be useless just to mention, that years ago those women who adopted what was called ‘Bloomer Costume,’ on giving it up, stated that they felt as if ten years were suddenly added to their age.
