ABSTRACT

The BCA is a non-profit organisation whose mission is to improve the quality of life through the teaching of the English language and promoting the cultures of Costa Rica and the United States. Despite the economic and social relevance of bilingualism, only 10% of Costa Rica's 5 million inhabitants were fluent in the English language. Costa Rica was rated low and ranked 43 worldwide in English in the 2014 English Proficiency index, developed by EF Education First, an international education group of language assessment experts specialising in language training. Costa Rica had improved its standing in the ranking, reaching a medium level proficiency, which left Costa Rica in 30th place worldwide for 2019, second only to Argentina in Latin America. The good levels of education and the service-oriented culture of Costa Ricans, combined with their relatively low-cost salaries, had made the country attractive for foreign companies that wanted to provide services to the United States.
