Other areas of concern include the possibility that in many areas community development may be rapidly becoming a choice of making alternate responses to extra-community events. Further testing and validation of the concept may also suggest that there are critical stages in the developmental sequence that may structurally and/or organically affect later stages, i.e. a zoning decision or lack of decision at one stage may contain the seeds of a problem that must be corrected later.
