ABSTRACT

It is a lot easier to get groups with different views or interests to implement new policies or organizational change if they can first reach agreement on what they are going to do and why. The process of reaching agreement is called consensus building. It can be based on finding shared interests around which stakeholders can rally, regardless of their differences, or it can involve negotiating a deal (i.e., trading across differences to produce a package that all sides believe is better for them than no agreement). Consensus building ought to be a key part of any and all implementation efforts.
