ABSTRACT

This chapter summarizes some of the major dynamics of the change process as they affect human services of various kinds, and to set out ten steps through which holistic change may be accomplished. A fundamental assumption throughout is that change in our human service systems is not only inevitable, it is desirable - not for the sake of change itself, but for reasons of improved service quality for persons with disability. Periodically change is used in another sense - the significant altering or transforming of a given situation. A convincing case can be made for the assertion that there has been more substantial change within the human services in the past three decades than in all of the previous century, and that such change is likely to continue with increasing tempo. The essence of creating change is to persuade others that they should adopt a new set of ideas and ways of behaving.
