ABSTRACT

This chapter addresses a number of issues specific to the implementation and evaluation of new rehabilitation and special education programmes. Congoint programme evaluation is a method of evaluation where the programme operator and the agency funding the programme work in combination, over an extended period of time, to design an evaluation plan, collect and analyse data, and summarize findings, in order to understand what the programme does, and how well it achieves its purpose and objectives. Evaluation is a set of procedures designed to obtain information about the functioning of a programme and to appraise programme merit. Evaluators are often concerned about the need to reconcile the apparent conflict between subjective judgments and objective science. The formative and summative approaches to evaluation differ most in relation to purpose and timing. Formative evaluation requires that data be collected at frequent intervals or on a continuous basis and that they be regularly analyzed.
