ABSTRACT

Leisure is generally thought of in terms of time, activities, or a state of mind. The negative aspects that some may experience are generally a result of not knowing how to use leisure time, the leisure resources available within each community or their own inner resources. Traditionally most services for disabled persons have been provided by advocate agencies, organizations or associations representing a specific group of disabled persons. Changes have been initiated in recent years in response to consumer demand, financial constraint, enlightened attitudes and an increase in research, knowledge and documentation in regard to leisure and its value. Integration of disabled persons into community programmes and the right of disabled persons to utilize public services and facilities is becoming accepted as desirable and expected. Service providers at all levels have recognized that no one group, agency, organization or government department has all the resources necessary to independently offer all the services required by disabled consumers.
