ABSTRACT

This chapter focuses on a single question: What is the role of confidence-building measures, or what should the role of confidence-building measures be today? It reviews five or six avenues mentioned in both Schärli’s and Rotfeld’s reports and also in the reports from General Chervov and others. A line of thought mentioned by Rotfeld deals naturally with the question of naval-related and air-related measures. This is an old and familiar debate, one we had in Madrid, which we had again in Stockholm, which recurs continuously. The chapter presents three observations. The first is that we are indeed at an intermediate stage, we are beyond Stockholm, beyond the falterings of Stockholm, but we are this side of an agreement on cuts and stability. Second, the Group of 35’s confidence-building measures remain of fundamental importance. A third observation is in fact a question: What should we expect?.
