ABSTRACT

The key to world peace is in Europe, for war in Europe would engulf the whole world. The rivalry between the two super powers and the ideological divide in Europe under-written by the two military alliances cause serious concern in the non-European world. There are still major differences between the super powers, which, unless resolved quickly, could cause a serious setback in their relations. The rivalry between them in certain Third World areas continues. They are still engaged in an arms race to develop third-generation nuclear weapons and other exotic arms based on new physical principles, and to secure military dominance in outer space. The negotiations at the bilateral and multilateral levels clearly indicate that there is a link between nuclear and conventional disarmament. It is also clear from recent developments in super powers’ relations that they set the trend for the arms race as well as for relaxation of tensions.
