ABSTRACT

Ambassador Adeniji says that we have always, in the neutral and nonaligned world, attached absolute priority to the nuclear dimensions of disarmament, although since the first SSOD, conventional disarmament questions were there very much in relief. Ambassador Adeniji mentions that the pattern of arms transfers to the Third World has always shown a correlation between the level of transfer and the competitiveness of the major powers in the area. Three shared elements should be noted in the two reports by Ambassador Adeniji and Ambassador Jaipal. First, it is instructive to note that the nonaligned states, or, more broadly, representatives of countries from regions outside Europe, remain relatively alarmist concerning the nuclear threat, and in all event more alarmist than East and West. The second element in the reports was the reference to the role of the United Nations, and more generally, perhaps a profound yearning for a return to collective security, to the Charter. The third element is more critical.
