ABSTRACT

Any comparison of figures alone is likely to give false results in view of the great and growing differences in aspects of quality. Determination of the balance of forces has always embraced a much wider area than the scope of mere numerical comparisons. During the disarmament talks it would therefore be practicable for military experts to devise appropriate methods by which to make real comparisons between the opposing military potentials, while not impeding progress in, but working parallel to, efforts at exchanging quantitative data and reaching the first accords. Hungary wishes to adopt an autonomous disarmament policy in keeping with its national conditions and interests and is ready to act accordingly during the conventional disarmament talks. In addition to promoting the success of the disarmament talks, Hungary is directly interested in seeing progress made in conventional disarmament in Europe and in contributing thereto.
