ABSTRACT

This chapter reports on the experiences of persons with disabilities during the COVID-19 pandemic and previous disasters. In many countries during COVID-19, people were denied their equal rights and human dignity. Perceptions of their quality of life were made by others in the rationing of healthcare. In many countries, vulnerable people were neglected in pandemic planning and response and last in line for available resources. Disparities, risk, discrimination and ethics are explored along with the challenges for people with disabilities, and two case studies in this chapter provide insights into personal experiences.
