ABSTRACT
The Bill itself is entitled ‘A Bill to Consolidate and Amend the Nuisances’ Removal and Diseases’ Prevention Acts, 1848 and 1849.’ The language of Lord Coke, so sound and practical in all that relates to the action of Parliament, applies most graphically to this case, and is earnestly commended to the attention of every Member who respects the Institutions of his country or the honour and dignity of Parliament. The careful removal of all that could ensure the responsible and efficient action of the Local Authority is another point that must be noticed. The Bill of 23rd January, and of 23rd February, contained several clauses ensuring this. The Public health bill has been so entirely altered, since it went into the Select Committee, that it is no longer the same Bill. The Principle involved in Local Acts is very simple, though of the highest importance.
