ABSTRACT

In like manner every advance in material prosperity presents increased temptations and facilities on the one hand to the monied classes for speculations and dishonesty, and leading to physical destitution and distress among the labouring class; on the other to the destitute and criminal classes for more direct violations of the Eighth Commandment. Genuine suffering and hardship among the destitute poor would thus, also, be at once promptly discovered and effectually relieved, while imposture would as surely be exposed. The Committee of the Social Science Association has some members to be appointed for the purpose of considering what steps should be taken in reference to the casual, destitute, truant poor, and criminal classes in the metropolis and other places, and the several associations and plans in existence or proposed for providing temporary and permanent occupation and employment of such poor.
