ABSTRACT

Stepping up children's online safety and well-being in digital environments is a focus for policymakers in many parts of the world. This chapter reviews the main outlines of the policy development mix with reference to the need to balance the opportunities and benefits of the digital world for children with the attendant risks or potential harm for their welfare. Selected examples of international legal standards, regulatory measures, and policy guidance are chosen against a backdrop of wider debates on internet governance, online regulation, and control, privacy and data protection, transparency, and accountability. Emergent policy positions on how best to achieve a balance of digital risks and opportunities are noted in what is a rapidly evolving policy debate.
