ABSTRACT

The split between North American and European defence is reflected in the presence of foreign troops and bases in Canada. The European presence in Canada is different from that of the Americans. Their training is confined to Canadian forces bases which have extra space for training of troops. The four categories are: the acceptance of foreign bases and troops in Canada and establishment of Canadian bases in Europe, nuclear weapons policy, defence expenditures, and participation in NATO manoeuvres. The acceptance of the nuclear role for air squadrons and army brigade was relegated to a lower priority than the task of conforming to overall alliance nuclear strategy. Canada’s abandonment of its nuclear role in NATO may seem paradoxical in an alliance which relies on nuclear weapons. However, the Canadian government has never opposed any of NATO’s nuclear strategies or its modernization program.
