ABSTRACT

This chapter presents a number of case studies demonstrating how partnering can work in practice. These range from the early example of Kent Property Services dating back to 1995, through to a recent arrangement concluded by Scottish Water that, at the time of writing, is about to get underway. In 1995, Kent Property Services, the consulting division of Kent County Council persuaded the Kent Police Authority to procure their construction works under a strategic partnering framework. However, during the project, partnering workshop team building meetings were arranged to canvass ideas and views from everyone on site. As a public sector organisation, a key priority for Defence Estates is to design, construct and manage its construction schemes as efficiently as possible, and it has therefore taken a lead in adopting partnering-type approaches — such as “prime contracting” — to its projects. The partnering framework between the Council and Miller promoted a number of value-engineering initiatives.
