Urban terrorism in the future might involve newer technologies. The potential use of biological weapons adds a further grim dimension. Anthrax has attracted the most attention as a biological agent, the spore form of the bacterium being stable, especially in an aerosol form. The insidious nature of spread and resulting confusion, as suggested above, might also appeal to terrorists. Reliance will therefore have to be put upon military and police intelligence, with firm links being developed with the medical community. Tentative links already exist in many countries. Most hospitals have major incident plans designed for natural and man-made disasters— this is a starting point. Foreknowledge will increase the possibility of a better response to threat. New York City has completed an exercise of simulated anthrax attack and other United States (US) cities will follow.
