ABSTRACT

During the past decade, states, smart cities projects and GAFAMs (Google, Amazon, Facebook, Apple, and Microsoft) have been competing fiercely in the development of artificial intelligence (AI). The socio-political crisis linked to the pandemic has accelerated the implantation of AI at all levels in society, often without the necessary democratic approval. This process has increased hopes, fears, and debates about the capacity of AI to transform our societies in a sustainable way.

Based on the debates surrounding the tracking applications in Quebec, this chapter intends to highlight the concept of algorithmic governmentality to show how AI’s advocate aims re-globalize modes of subjectivity governance based on algorithmic rationality.
