ABSTRACT

The emphasis on life quality and personal effectiveness contained in the rehabilitation education definition is in accord with the concept of normalization first advanced by Nirje and then by Wolfensberger in 1972. Within the special education field in particular, there has been a world-wide movement to meet individual needs. Several countries, notably the United Kingdom, Sweden and the United States, have put legislation into effect which provides for the right of all children to gain access to free and appropriate education. Respect for persons is indeed fundamental to normalization and to the desire to provide appropriate forms of education for people with special needs. While the use of productivity tool software in business is now widespread, rather less attention has been given to personal applications, especially for handicapped persons.
