ABSTRACT
This chapter examines the frameworks to evaluate the intersections between digital literacy and digital citizenship, and their program applications in the Asia Pacific. Digital media policies and programs have nurtured digital youth media production and consumption, and their expression as new agential subjects. Digital citizenship is not just a set of digital skills to master, but the goal of the total education experience where young people learn to be responsible digital citizens, participatory digital citizens and justice-oriented digital citizens. These goals and literacies are evident in the impacts of digital citizenship assessment frameworks and programs in the Asia Pacific. When assessment frameworks on digital citizenship are accompanied by a comprehensive set of policies and programs, such as that of Singapore's, high digital proficiencies propel a nation toward a more equitable and inclusive society. The chapter evaluates the development of global assessment frameworks such as those proposed by the UNESCO, UNICEF, Council of Europe, European Commission and the International Telecommunication Union.
