ABSTRACT

Canada and Russia enjoy a unique similarity in their natural and geographical conditions, the scale of the territories, and multi-ethnic population. They are the biggest federations of the world in terms of territory and together, they possess 80% of the Arctic. In mutual trade, both Russia and Canada have traditionally been minor partners and the 2014 crisis and subsequent sanctions have not helped in this regard. In Canada, the Arctic territories are not active in the international arena and do not strive for this type of activity. Although their governments have only recently received broader powers, they are still not participating in developing their own foreign policy priorities. The use of external relations by the subjects to solve larger global problems began to be seriously considered by the Russian government as an effective way to achieve the desired goals only recently and has not yet received proper development at the federal level.
