ABSTRACT
Small innovative firms play a crucial role in IT and biotechnology industry, general purpose technologies in the late twentieth through twenty-first centuries. Japan failed to provide an appropriate environment for these firms. One of the reasons was the failure of the patent system to properly protect the inventors’ rights. Since technology is the most important asset of small innovative firms, this situation was not conducive to the birth and growth of those firms. However, there are signs of change.
