ABSTRACT

This chapter explores New Zealand policy style and the importance of “public trust” in the state in national response to the COVID-19 pandemic over the period of January–November 2020. The New Zealand success in managing the COVID-19 pandemic can thus, largely, be attributed to the government's fast and decisive decision-making, its clear, consistent, and efficient communication with the population and the ability to foster a sense of citizenship/team to work together. The ability of this government to retain trust during this period has been key to the ongoing success of New Zealand's COVID response. Ardern's excellent communication skills represent one of the most compelling elements of the New Zealand government's elimination strategy. The substance of the government communication with the New Zealand population regarding COVID appeared to be in harmony with the scientific community and the civil service. New Zealand is a democratic constitutional monarchy, based on an uncodified constitutional model.
