Struggle within the trade union movement and within the constituencies has brought a series of major victories for the socialist membership of the Labour Party at all levels, including the parliamentary Labour Party. The determination of supply on the basis of income and wealth-the economic mechanism of the effective demand for housing in the form of dwelling purchase and rental—should be allowed to continue to operate only where it does not conflict with a pattern of supply based on need alone. The document must also prepare demographic forecasts for the seven-year planning period. These will include the natural increase in the British population, its household composition and the scale of immigration and emigration. Compensation would be paid to owners, whether individuals or institutions, as government bonds bearing a fixed, untaxed, annual income over twenty years based on the potential ground rent of each plot in its existing and unchanged use.
