Active and inclusive engagement in the preparedness and response to disasters that recognizes the role of societal complexities on human health is vitally needed. In the wake of COVID-19, new approaches to integrating more inclusive frameworks for disaster-related health preparedness and emergency management are needed to ensure that the needs and voices of diverse populations are part of the promotion of health outcomes within the scope of disaster risks and emergency management. This chapter presents opportunities and challenges posed by barriers to inclusion and engagement in disaster risk reduction activities to promote positive health outcomes following disasters.
