Experience has shown that public policy is essential to enact cultural change and to initiate new behaviors and habits. This means that government leadership has a decisive role to play. But in Jakarta, that leadership was lacking in the early days of the movement. B2W Indonesia’s mission gained a stronger footing when Law No. 22/2009 on Road Traffic and Transportation was passed. As Taufik’s successor as B2W Indonesia’s chairman Toto Sugito said, “It gave us more confidence in running our campaigns and advocacy.” One of the strategies followed to achieve this goal has been the setting up of a cycling network on Jakarta’s relatively flat roads, including establishing cycle lanes and supporting infrastructure as well as implementing a bikeshare system, and integration with public transportation services, with 63 kilometers created at the time of this writing.
