ABSTRACT

The 2030 agenda for sustainable development, known as the global goals, adopted by all united nations member states in 2015, provides a shared blueprint for peace and prosperity for all people and the planet, now and into the future. The Nigerian response to radicalization and violent extremism, though initially hesitant and slow, has attempted to match the ambitions and imagination of the terrorists. Increasingly, this has meant understanding that any counter-insurgency effort must include a whole of government approach, which includes all of society, to reclaim the ground that a decade-long terrorist campaign had staked. Despite multiple approaches taken by Nigeria and her neighbors in pursuit of peace and stability, the ruthless terrorist group has continued to pose a significant security and development challenge. Ultimately, the success of Nigeria’s counter-insurgency initiatives is hinged on strengthening civil–government relations, building strong inclusive institutions, and implementing large-scale responses.
