ABSTRACT

This chapter demonstrates that such an essential normative framework is encapsulated in the right to development (RtD), and that its operationalization can not only lead to a better realization of 2030 Agenda, but the same is indispensable for any prospects of success. The 2030 agenda rightly places significant importance on “financing for development” through global partnership as an indispensable Means of Implementation (MOI). This term encompasses many forms of financial flows, both domestic and international, as well as public and private. Operationalizing the RtD then entails infusing MOI with normative framework of the RtD so that they are realized within the ambit of the duty of international cooperation. The objective of financing for development through international aid and assistance must be realizing the RtD of the recipients and not the promotion of economic interests of donors. Such aid and assistance, when given, must respect the right of recipients to participate in, contribute to, and enjoy development as defined by them.
