ABSTRACT

This chapter departs from the 2030 agenda as a political consensus approved by the united nations general assembly and reads it as part of the development of the juridical international legal discourse. Sustainable Development Goal (SDG) creates the institutional platform to work together on a multilevel process of crystallization of the customary norms into rules of legal value and easy application. Agenda 2030, as explained, represents a clear evolution of the consensus in many topics of international law and leads the way for the construction of a process of codification of customary international law. The crisis provoked by the pandemic undermines the political consensus for Agenda 2030. SDG 17 could represent a point of departure to build a more concrete legal ground for the rest of Agenda 2030. The codified SDGs as a customary norm, which will be applicable to the international community, could increase the level of compliance of many of the objectives and targets.
