ABSTRACT

This paper proposes a new institutional framework for cooperation among and between the BRICS member states to collectively combat the growing threat posed by disasters. It includes the need to integrate a disaster risk reduction vision in social and economic development strategies within member states. Mutual development aid committed by BRICS nations would be critical in facilitating such a policy-level integration. In line with this larger goal, the paper argues for the establishment of a BRICS Disaster Response Fund to help launch disaster mitigation measures, build disaster resilient communities and assist in post-disaster reconstruction and rehabilitation work in disaster-hit zones in member states. The New Development Bank can play a signal role in creating this Special Fund. Budgets within this Special Fund could be utilized to setup new specialized institutions like a BRICS Coordinating Centre for Humanitarian Assistance on Disaster Management; a BRICS Rapid Response System to fight Disasters; a BRICS Earthquake Information Centre; a BRICS Specialized Meteorological Centre and a BRICS Disaster Management Centre to enhance the capacity building measures in member states.
